Systems Engineer III

Description:

The Systems Engineer III requires limited guidance in performing the more difficult and complex assignments related to analyzing existing systems and defining, designing, and developing new system requirements in support of In-Q-Tel or client products or services. Job activities may include one or more of the following: simulation development and analysis; verification and validation; requirements design, integration, and testing; and identification and incorporation of new products. Individuals apply comprehensive knowledge gained in both technical assignments and in previous tasks in the area of systems design. They operate with appreciable latitude for independent action and/or decision. Incumbents regularly work under deadlines and may be subject to extreme workloads where errors have the potential to cause substantial delay, expense, and inefficiency. Judgment and creativity are regularly exercised during problem-solving and in providing proper advice and recommendations. Individuals typically provide technical guidance and direction to reporting engineers and interact closely with internal and external clients.

Responsibilities:

  • Define, design, and develop system requirements, evaluate and modify existing systems and recommends changes;
  • Assess architecture and current hardware limitations, determine risk areas;
  • Define and design complex system specifications, input/output processes, and working parameters for hardware/software compatibility;
  • Coordinate design of subsystems and integration of the total system;
  • Analyze and resolve complex program support deficiencies;
  • Conduct independent technical investigations in systems design;
  • Coordinate and consolidate design efforts on assigned projects;
  • Assist management in informing the client about project progress, assure that client requests are addressed in a timely manner;
  • Respond to client comments and resolve client concerns;
  • Review relevant documents;
  • Document all customer issues and steps toward resolution, brief management on problem resolution;
  • Serve as internal consultant in areas of special expertise, giving professional appraisal where necessary and indicating the manner in which solutions can be developed;
  • Provide technical input for new or prospective business;
  • Provide technical guidance and direction to direct reports; and
  • Handle day-to-day situations with an acceptable, reasonable approach.

Qualifications:

  • Incumbents must possess a BS degree in an engineering or technical field, or the equivalent education;
  • Minimum five years relevant experience, including senior-level experience with systems design principles, procedures, and practices, especially those related to In-Q-Tel, or client products and services;
  • Individuals must be able to interpret internal and external client needs, and then translate those needs to systems design tasks;
  • Must be able to coordinate the work of reporting engineers, communicate with and instruct others, and explain complex technical subjects and processes;
  • Strong interpersonal skills for effective working relationships with staff, management, and internal and external clients are necessary;
  • Demonstrated expertise with software and operating systems to be used on project assignments; and
  • Ability to communicate well, both verbally and in writing.
